It is Virginia Creeper. Creeper has leaves 5 leaves and they change color. Some idiots actually buy the stuff and plant it in their gardens. From what I have read, not all people are allergic to it. Also, the rash is supposedly not at bad as Poison Ivy, because the irritant is a crystal and not oil!
You can use the same treatments that have been mentioned for poison ivy, oak, & sumac.
