| Urushiol oil can last for years depending on conditions. Sorry - there is no solid answer for this one. I would think that spreading out the mulch thinly would expose the urushiol oil to the elements and should speed up oxidation and render it harmless. BUT YYMV - it's just an opinion of mine. |
