The answer is absolutely. The urushiol oil contained in these plants is in the stem, leaves, and berries. Care must be taken when around the plant -- even in winter!

You can go amongst a patch of poison ivy and never come in contact with urushiol oil. The plant must be damaged in some way to release the oil. Of course, poison ivy / oak is a fairly fragile plant so the oils are often released.
