These posts do not sound like the rashes are from Urushiol poisoning a.k.a poison oak, ivy, sumac. Urushiol exposure and it's subsequent rash will itch very badly for most people, and neither has an itching complaint. From the descriptions (of course I cannot be positive unless I had more details) I am guessing they have a fungal infection from yeast overgrowth, especially the person who posted about the "cuts" under the breast. The best thing for these types of rashes is an antifungal cream such as Lamisil AF. This is applied once a day for a week or a bit longer if needed. It kills the yeast/fungus which causes the rash. These rashes can come back if you do not keep the areas drier. Suspicious areas for the fungal rash are under the breasts, any skin folds, underarms, in the groin area (you don't have to be a jock to get "Jock Itch") and between the toes (again--you don't have to be an athlete to get "Athletes Foot") That is how the fungus starts--the skin to skin contact that is kept warm and moist from sweating, or continuously worn damp clothing.

It is common for people to suspect PI every time they get a rash. However there are many other causes for rashes, and for correct treatment you must be a detective taking all things into consideration.
