Can one identify if there is oil on the skin before the appearance of the blisters?

I wanted to know whether there is any possibility of being able to identify the urushiol on the skin before the appearance of the blisters. If so, then one could wash off that area with soap to clean it before it can bind, i.e. within 15 minutes.
