I think it is poison oak, I have seen it in patches like that, up to 4 or 5 feet high in central Califoria. I would suggest carefully searching the ground for a dead fallen leaf and maybe ID it that way, dont touch with bare hands of course. Can you use a front end loader to scrape the oak up and haul it? again only a suggestion I don't know your situation but I hope I helped.
