I wear boots for work--I'm a landscaper--and I use Tecnu religiously to clean my gloves and occasionally my boots. I put on rubber gloves and rub Tecnu all over my boots and let them set for 5 or 10 minutes. Then I rub them very aggressively all over and rinse them off thoroughly. I've had great luck. You can get Tecnu at almost any drug store. For sure I've bought it at Rite Aid, CVS and Eckerd. I use so much of it that I buy it online in 32 oz bottles at www.gemplers.com
Do a Google search for Tecnu Poison Ivy and I'm sure something will pop up that you can read about it.

I use it mainly to remove the oil from my skin after I've been around the plants. It really is great and relatively inexpensive. Good luck!
