Your comment about flakey skin that scratches off made it sound like it could be psoriasis. Have you asked the doctor if it might be psoriasis or one of the related skin conditions?
You might try Tegrin Medicated skin cream. That stuff works pretty well to keep the scaling and itch under control, if you use it daily.
