Bayer recommends nothing stronger than 1:10 solution. Others list a 1:13 as a maximum. In my search, I did uncover the FDA guidelines for labeling astringent products (such as Domeboro). This document lists words that can be used in the labeling as well as the active ingredients labeling. Interestingly, the recommendations for resulting solution are very clearly listed in this document as well (0.13 to 0.5 percent aluminum acetate). So likely this is where those maximum solutions come from. Here is the link: Astringent Drug Products.

I couldn't find any references to side-effects but I would imagine that the documents are written based on using the manufacturer's instructions. I don't think I'd go stronger until consulting with a doctor.
