What kind of tree is it? What part of the country do you live in?
There are alot of trees that are dying off from disease to insects and so forth. I would contact your county extension office with a description of the tree. The poison ivy shouldn't affect it. In some species, it may help it by shading it, etc... Try going to your states web site. It should have a link to the County Extension offices. In Michigan, we are losing ash trees and sycamores to disease. I have seen stands of trees chewed up by gypsy moth larva.
