Sam, here's what I know after living a number of years in northern California and being exposed to poison oak more times that I care to admit.. My cats would wonder around the property and then come home and rub up agaist me.. the little darlings!!!
I found a homeopathic product by Hyland's called poison ivy/oak tablets..this can be found @ most health food stores.. I would take it daily as a preventative measure during the spring and summer..Just that small amount from the cats fur would give me a small case of blisters..Of course when I did get a serious case, I would go to the Dr. but on a daily basis, the pills work GREAT! just take them under your tongue..they melt away.. I don't have experience with other pill products, just Hyland's, but I suspect they might work the same way.. I think the key for me was to have the low level of protection in my system on a daily basis.. then when the cats would touch me, the oils didn't seem to effect me as much.. good luck!
